I am sure all candidates would have the necessary clinical qualifications. That being said, I would probe more on the candidates leadership skills and methods to solve problems. More specifically, I want the person to describe his leadership style and if he is experienced with process improvement methodology. I would certainly ask for examples.

The best you can do is have the right people at the meeting and then create an environment where they feel there contribution is valued. You do that and you will not only increase productivity, but you will enjoy the meetings and so will the team members. What a novel idea!!!

I have to tell you Paul, those two techniques, especially the latter are very powerful tools to mine ideas out of people who for many reasons may not feel comfortable speaking their mind.
